Congressman: Obama is letting China steal U.S. military secrets

A formerly obscure naval exercise involving China and the United States is coming under increased scrutiny ahead of President Barack Obama’s meeting with Chinese President Xi Jinping on Friday. For the first time, the Obama administration invited China’s People’s Liberation Army to participate in the 2014 Rim of the Pacific (RIMPAC) exercise, an annual maritime exercise that enlists a variety of nations typically allied with the United States. But in wake of concerted Chinese attempts to obtain U.S. military secrets, not everyone is thrilled about the two naval powers floating side-by-side.

The Administration should have specific goals for the summit and the Strategic and Economic Dialogue (S&ED) one month later:
  • A timetable for a major reform to increase competition in the Chinese market, preferably in finance;
  • A detailed pledge of improvement in one area of the multi-dimensional problem of Chinese cyber-aggression; and
  • An actual reduction in at least one area of tension—for example, the Senkakus dispute with Japan or the disputed territories such as Scarborough Shoal or Second Thomas Shoal near the Philippines.

China to take part in 2014 Rim of the Pacific naval exercises off the coast of Hawaii

Analyst Robert Sutter was surely correct when he wrote in 2005 that “China is the only large power in the world preparing to shoot Americans.” That assessment, unfortunately, remains true today.

RIMPAC, the Rim of the Pacific Exercise, is the world’s largest international maritime warfare exercise. RIMPAC is held biennially during June and July of even-numbered years in Honolulu, Hawaii. It is hosted and administered by the United States Navy’s Pacific Fleet, headquartered near Salt Lake, in conjunction with the Marine Corps, the Coast Guard, and Hawaii National Guard forces under the leadership of the Governor of Hawaii. The U.S. invites allied military forces from the Pacific Rim nations to participate. With RIMPAC the United States Pacific Command seeks to enhance interoperability between Pacific Rim armed forces, as a means of promoting stability in the region to the benefit of all participating nations. The Pacific faces several potential conflicts which the United States Department of Defense believes may require naval force-on-force engagements. These include the possibility of the People’s Republic of China invading Taiwan in the event of its declaration of independence, and North Korean aggression towards South Korea, the United States, and Japan.
